According to the ministry, the rapid growth of the fleet and the concentration of business activity around urban agglomerations exacerbated problems on the roads: low throughput leads to lower speeds and reliable delivery of passengers and cargo, increased cost of road transportation, increased number of accidents, emissions of pollutants and traffic noise, which as a result, it leads to a decrease in the quality of life of Russians and economic losses.
The ministry believes that without competent city-planning development of territories, the situation will be difficult to correct. The capacity of the road network, ceteris paribus, can be significantly increased through effective transport planning, the Transport Ministry noted.
The transport proposal includes the infrastructure of transport systems that are included in the transport model. The main transport systems in transport models are usually individual transport and urban public transport. In the course of constructing a model of transport demand, sources and targets of traffic are determined, parameters of the population’s transport mobility are introduced, matrices of correspondence by means of transport and targets of transport correspondences are formed. Transport planning systems are widespread in the West, however, as experts note, Russia is lagging behind Europe in the development of both the urbanization of cities and transport modeling,therefore, the need to build large-scale transport models of Russian cities has not yet become sufficiently acute. First of all, this can be associated with the fundamental problems of forming a system for managing transport systems of Russian cities. Reforms of state and municipal government to a lesser extent raised the issues of urban management and the transport system of the city in particular, analysts say.
Currently, some regions have already begun to develop transport strategies for the subjects of the federation. As the head of the regional complex of the Ministry of Transport Sergey Epov said, the document provides three scenarios for the development of the Novosibirsk region.
